Abstract
This paper provides a critical review of the policies and procedures adopted by central government and British Rail in the planning and development of the Channel Tunnel. Focus is placed upon the adequacy of these procedures and their outcomes from the point of view of one Subregion, Devon and Cornwall. Consideration is given to the way in which the local authorities in this Subregion attempted to overcome what they perceived as the unsatisfactory outcome of the planning process.
