Abstract

This report sets out the findings of the autumn 2023 community survey that was conducted in Keyham and the surrounding neighbourhoods of Ford, North Prospect, and Morice Town in Plymouth, Devon. The survey served as a comparison to the survey completed 12 months earlier for the Safer Keyham evaluation (Watson et al., 2023), which was an independent evaluation of the Home Office funded community policing and community safety activities
and the Ministry of Justice funded victim support activities in Keyham and the surrounding areas following the shooting incident of 12 August 2021.

The aims of the autumn 2023 survey were:
• To measure community engagement with and perceptions of community policing, community safety initiatives, and victim support services two years after the shooting incident.
• To serve as a comparator to its first iteration and thus allow consideration of the sustainability of interventions as well as community feelings of safety and/or unsafety.
• To evidence good practice of a mechanism for gauging community needs and
perceptions in relation to community policing, community safety initiatives, and victim support after a critical incident.

The autumn 2023 survey was funded by Devon and Cornwall’s Office of the Police and Crime Commissioner (OPCC). Additionally, the research team has designed an open source survey for use in other settings, and specifically following critical incidents.
