Abstract
This report establishes Cornwall’s first comprehensive baseline on digital inclusion, combining quantitative survey data with qualitative insights to reveal the scale, nature, and geography of digital exclusion across the county. Cornwall faces a dual challenge of ensuring equitable digital skills and addressing infrastructure and affordability barriers. While overall digital use is high, significant groups remain excluded, particularly older adults, low-income households, those without qualifications, and residents in rural or deprived areas. These challenges pose risks not only to individuals’ access to services and opportunities but also to Cornwall’s social and economic resilience.
