Project Details
Overview
The PEPP II project investigates the recent transformation of the Port of Tema in Ghana, driven by a major public–private partnership between Ghana Ports and Harbors Authority, Bolloré Logistics, and APM Terminals. This new high‑tech container terminal, part of a wider JICA‑led development plan, has sparked political debate due to its contractual terms and the impact of automation on port jobs.
A team of Danish and Ghanaian researchers studies how these changes affect labour, governance, digitalisation, and capacity building across port institutions. While automation has led to immediate job losses, the upgraded port is also expected to improve Ghana’s competitiveness in West Africa, strengthen trade links to landlocked neighbours, and create new economic opportunities across the country.

Project Aims
PEPP II aimed to enhance the competitiveness of Tema Port, Ghana, by providing new knowledge about how port clusters, gender imbalances, communication, and sustainability intertwine. Thereby, we create the potential for a more diverse and effective Port of Tema as it competes with other West African Ports.
